I would like to know how the provision of 'special police services' (section 25 Police Act 1996) affects the impartiality of policing at events where those services are provided. It says "a police force may provide, at the request of any person, special police services at any premises or in any locality, subject to payment to the local policing body...". Often used to manage football games. It seems such an agreement would implicitly bias policing.
