Discrepancy between obtaining use of land for footpaths/bikepaths Versus new roads

Bike/foot path projects are often failing due to landowner reluctance. We need a new mechanism to lease/purchase their land.

Walking & Cycling are at the top of the sustainable transport hierarchy.
The main reason people give for not cycling more is safety.
Segregated routes are one answer.
Various bike/foot path projects are failing due to land-owners not being keen.
Road-building projects get "driven" through using compulsory purchase orders.
Bike/foot path projects do not (probably for fear of expensive litigation over small projects) get the same back-up.
There should be a mechanism to allow the top modes to achieve these various community projects.
